I think as per ROPA'09 all W.B. Govt.Employee Will get H.R.A. @15% of Basic Pay everywhere. City category wise H.R.A.
@ 30%,20%,10% respectively for the All India Govt. Services employees i.e Central Govt. Employee.

Sorry to interrupt. G.I.S. Would be Rs.12 p.m. Upto coming October and thereafter Rs.40 p.m. From November onwards as her Grade pay falls under the group "B".

One more correction:
At majority of Hospitals there are staff quarters. If quarter is allotted, no question of HRA arises. And this cadre of staff get an addl. allowances called other allowances @ Rs. 155/- per month (fixed rate).

As far as I know H.R.A. differs from Metro to non Metro location but I may be wrong. Assuming that your wife didnt applied for any "no objection certificate" before applying to ESIC, she cannot continue her present service to join the new. She will have to resign her present service.
