Carrying cost of National Text Books.

Dear friends,
At present, free National Text Book for the primary students supplied by the Govt. through Office of the Sub-Inspector of Schools. Head teachers of the concern schools do not get it at a time of all N.T.B. even all students for the said school before the academic year or beginning the A.Y. due to irregular or insufficient supply. Head teachers are compelled to receive 3 or 4 or more time during the year. They receive carrying cost only for one time even after one year. How it possible to carry those N.T.B. 3 or 4 or more time by the single time allotment? Teachers do it by the greater interest of their child like students. Are the teachers bound to carry books and other equipments with their own expenditure? I think decentralization of the distribution policy is most need full near us.
It may be through Gram panchayat, may be through C.R.C, may be mobile van or others.
