F.I.R or First Information Report can be lodged by any person in case of commission of a cognizable offence. It is difficult to answer your question until you provide the full information about the offence and the authority of the sub assistant engineer as to how and under which circumstances and relating to which allegation of offence he had lodged the FIR.
