HIGHER EDUCATION OF TEACHERS

Sir,

I am an Assistant Teacher in English under BA(Pass) category in a city school, having joined in 2011. Though I had completed my MA, I chose to apply for pass category to have a better chance of securing the job. I want to ask you that if I want to now do a PhD in English or for that matter acquire any further degree (like M.Phil) will I be allowed?

I want to apply for PhD and want to know the procedures of how to do it and what permissions I need to get. Or will I not be considered at all? What is the case if any H/PG teacher thinks of applying.

As per G.O. No. 593-SE(B) / ES/O/B/1M-98/2007 dated 27.11.2007, Rule 7, " No such prayer for higher scale of pay from any teacher with Graduate Degree and Graduate scale of pay at the time of entry into service / joining the Schools will be entertained no matter whether he / she has secured this higher qualification before or after introduction of West Bengal Schools (Control of Expenditure) Act, 2005."

So, as per the said rule you will not get any financial benefit after completion of higher studies.

Even as per recent G.O. No. 37-SE/ES(S)/5P-37/2010 dated 05/01/2012 regrading Additional 2 Increments of Teachers for phD holders, you shall not be benefited after completion of phD. Because as per this order, " ... after having acquired Honours Degree in the regular course and then P.G. Degree in the relevant subject shall get 2 (two) additional increments ... "

Following should be the procedures that is to be taken by the Hons/PG teachers:-

i) Apply to the MC.
ii) Apply for Study Leave.
iii) Take prior permission from DI (SE) if additional increments would be claimed after completion of study.

Well, I am not interested in higher scale. I do not want the increased scale and neither will I hamper any class in my daily routine. I just want to know whether I will be allowed to do a PhD. Again I state, I DO NOT WANT ANY INCREMENT. Can the school legally deny me the chance to apply for Phd?

Sir, I think there is no legal bar in this regard. (No G.O. regarding this found).
However following may apply as per service conditions:
a) Normal works may not hamper. (you have already stated).
b) Scholarships / Grants etc. can not be taken.

Sorry! I take the opportunity to interfere a little bit into this nice discussion to help him out!


In such cases, no MC will accord any permission as nemo rightly said! But the RIGHT of a teacher to inform the MC has not been denied anywhere! He may JUST INFORM THE MATTER TO THE SECRETARY THRU HM! :twisted:

In which ground M.C is deny to giving N.O.C? And in that case what are the role of T.R in M.C?
